additional coats of epoxy after the first fiberglass/epoxy layer

I have fiberglassed the top and sides of the TD with one coat of epoxy.  the hymnal says to add a second coat, then sand flat and add a third coat.

is the purpose of the second coat to fill the weave?  if so, if the second coat doesn’t fill the weave, should I add a third coat before sanding flat and adding the final coat of epoxy?
