Can flour be used instead of Cello-fill

I ask this, because I have used flour in the past as an epoxy filler, and a CA glue filler. And it is cellulose based. Just a simple why I cannot use flour?

Flour is basically plant fiber, yes, but doesnt have the fibrous properties to promote a strong structure. Cellofill is basically chopped paper and layers like fiberglass just small scale.
Im unsure if flour promotes rodent or bug issues but isnt a risk I would take.
